PRODUCTION INFRASTRUCTURE

Progress of the Russian economy demands the national economy to be restructured, transition from production of natural resources to development of innovative production. Well developed infrastructure is essential part for the innovative social production, which guaranties its stable operation and therefore is one of the most important elements of modern economy.

Taking into account the above, its logical to increase investment into production infrastructure. The investments are significant not only for the infrastructure, but also for development of a social production in general, for successful operation of independent large, medium, and small enterprises. Certainly, large-scale investments into production infrastructure can become the multiplier of economic growth.

Favorable economic-geographical position, powerful production potential, natural resources, developed infrastructure, financial system, modern means of communication and telecommunications, possibility of training highly qualified personnel – the main characteristics defining investment appeal of the Angarsk city.

There is a necessary potential for development due to resources and reserves in place.


TRANSPORT INFRASTRUCTURE

The Angarsk city has excellent transport infrastructure: proximity of public federal highways and well developed network public railway transport.

Angarsk is located on the most important East Siberian part of the Trans-Siberian railway line and federal highway M53 “Baikal” which connect the city with the central and Far East Regions of Russia. There is river transportation via Angara River with northern settlements of the Irkutsk Region. Angarsk is important part of pipeline transport. Omsk — Irkutsk and Krasnoyarsk — Irkutsk oil pipelines pass through the territory, and also ethylene pipeline “Angarsk — Sayansk”. The Angarsk-Irkutsk products pipeline operating, which deliver aviation kerosene with to the Irkutsk airport.

 

Motor transport

The motor transport on the highway M53 “Baikal” supports more than 80% of passenger traffic of the long-distance transport line “Angarsk-Irkutsk”. Traffic density – 16 000 cars per day. The total area of a road coverage is 2 527,2 thousand m ², including high quality roads — 2 181,5 thousand m ².

Electrotransport

Total length of electric type of transportation lines within the city is 77,7 km (39 km on an axis of lines).

Railway transport

Angarsk is located on the Trans-Siberian Railway. Suburban electric trains and passenger long distance trains are passing through the Angarsk station. Number of passengers on long distant directions is 10 thousand passengers per month, in the suburban — 150 thousand people.

There are seven railway stations within the city: Kitoy, Kitoy-Kombinatskaya, Angarsk, Southern, Sukhovskay, Maysk.


NATURE PROTECTION INFRASTRUCTURE

Forest resources

The total value forest resources within the city are small – 0,8 million cubic meters, including coniferous breeds – 0,3 million cubic meters. Generally it is the woods of I and II groups.

Water resources

In relation to water resources Angarsk has almost unlimited water supply, especially the territory by the Angara River. Here it is possible to organize large centralized water supply company; development of production of any capacity is possible. The site along the river Kitoy belongs to a zone of satisfactory water supply (5–15 million cubic meters per second). Other parts of the city are characterized by insufficient water supply.

Found a number of promising sites for fresh underground waters research on the right river bank of Kitoy. The operational volume gain is expected to be no less than 240 thousand cubic meters per day.

Mineral raw material resources

Mineral raw material resources of the city of Angarsk by types of raw materials, its quality and reserves belong to the third group which forms the sites of local value (all-extended) of such minerals as peat, raw materials for production of construction materials, etc.

In total there are 52 sites and manifestations of minerals, including clays – 9 sites and 10 manifestations, sand and sand-gravel mix – respectively 12 and 5, limestone and dolomite – 5 manifestations, peat – 2 sites and 5 manifestations, gold – 3 manifestations, zeolite – 1 manifestation. The main application of clays is production of a brick. Natural resources volume of certain sites are estimated from 0,5 to 30 million cubic meters. Clays are widely spread through the city.

Sand and sand-gravel mixes are also widespread in Angarsk.

Limestone can be used for preparation of quicklime, for production of gumboils, refractoriness and in chemical industry.

Peat is used as a peat basis fertilizer. Natural resources of separate manifestations and sites of peat is about 100 to 500 thousand tons.


RECREATIONAL INFRASTRUCTURE

Recreational capacity of the city is caused generally by rather favorable climate, rivers and suitable for water sports tourism (Angara and Kitoy) and suitable for heath improvement use.

The mineral water (supplied through the well in Angarsk) is favorable for treatment of diseases of the musculoskeletal device, nervous and cardiovascular systems, digestive system. Operating health resourt “Rodnik”.

Organized the process of production bottled Angarsk mineral water recommended as the medical treatment (generally for prevention and treatment of digestive tract diseases and metabolism).


INFORMATION AND COMMUNICATION SYSTEM, COMMUNICATION

Angarsk has the telecommunication infrastructure that includes high-level digital networks and high-speed regional digital channels of communication: Open joint stock company “Rostelecom”, VSZD –branch of JSC “RZhD”, JSC “Irkutskenergo” (ATM highway) and JSC “Elektrosvyaz”.

The city is provided with telecommunication completely through a digital network.

The main telecom operator on rendering services of telephone electric communication to citizens and the organizations is JSC “Rostelecom” providing the following types of licensed services:

• international and long distance communication;

• data transmission, including communication on data transmission for transfer of voice information;

• telematic communication services;

• local telecommunication, including use of payphones and means of collective access;

• intra-zone communication;

• communication via granted independent channels.

Besides those, there are following telecom providers JSC “Angarsk Electrolysis Chemical Plant”, JSC “Angarsk Management of Construction”.

As of 01.01.2013 in the city was nearly 64 thousand telephones for public use and 154 payphones.

The city of Angarsk has three standards of cellular communication, including the GSM-900 standard and 1800 MHz, the most widespread in countries of Western Europe and in the central regions of Russia. The territory of the city is coved with various cellular network providers.


MUNICIPAL INFRASTRUCTURE

Power supply in the city is carried out by JSC “Irkutskenergo”. The length of power lines is around 1487,5 kilometers. Average state of wear of electric lines is 75%.

The heating supplied by JSC “Irkutskenergo”. The length of heating network is arund 440,7 kilometers. Average wear of heating network is 67%.

“Angarskgorgaz” branch of JSC “Irkutskoblgaz” supplies the city with gas for households (propane-butane technical mix) (further SPBT) of an average and the low pressure with a general extent of pipelines 229,3 kilometers. The consumption of gas is 11 million cubic meters a year. The supplier of SPBT is JSC “Angarsk Petrochemical Company”.

The drinking water supplied from the Angara River. “Angarsk Vodokanal” bought 32,9 million cubic meters of river water from JSC Irkutskenergo for city needs in 2011, due to absence of water storage site. For delivering of water from a water source the water intake machinery No. 2 of JSC “Irkutskenergo” is used, which is located on Elovaya Canal of the Angara River.

Water disposal is carried out through a sewerage network by transfer of drains to facilities of JSC “Angarsk Petrochemical Company”. Length of the water disposal network is 384,4 kilometers. Networks of water supply and water disposal have average wear of 69,7%. Despite considerable wear, networks are in full operation.
