The signed resolution approved Rules of granting from the federal budget of subsidies to the Russian organizations of agricultural and tractor mechanical engineering, timber processing complex, mechanical engineering for an oil and gas complex and the machine-tool industry and to the enterprises of special metallurgy on compensation of part of expenses on service of the credits obtained in the Russian credit organizations and in the “Development Bank and Foreign Economic Activity (Vnesheconombank)” state corporation in 2008-2015 on modernization, reconstruction and modernization within a state program “Development of the industry and increase of its competitiveness”»(further respectively – Rules, subsidies, the credits).
Subsidies are provided to the organizations which realize the investment projects directed on modernization, reconstruction and modernization of objects.
Costs of service of the credits are understood as expenses on payment of percent on the credits obtained in the Russian credit organizations.
Rules defined an order of granting subsidies for compensation of 2/3 sums of costs of the organization of payment of percent on the credit. Thus for the credits obtained in rubles, the size of a subsidy shouldn’t exceed the size calculated proceeding from 2/3 rates of refinancing of Bank of Russia, and for the credits obtained in foreign currency – the size calculated proceeding from a rate on the credit of 8,25% per annum.
At the same time admit become invalid the government resolution of March 10, 2009 for No. 205 by which the order of granting subsidies, and some other decisions of the Government was defined so far.
The made decision will promote increase in a gross revenue of the Russian organizations of agricultural and tractor mechanical engineering, timber processing complex, mechanical engineering for an oil and gas complex and the machine-tool industry and the enterprises of special metallurgy.
State support of the organizations will allow to reduce the cost of attraction of borrowed funds for financing of costs of modernization, reconstruction and modernization, will promote acceleration of rates of implementation of projects on modernization.
