About the work done by the ministry Denis Manturov reported on the Prime Minister at meeting on ensuring implementation of industry import substitution programs which took place on April 3, 2015.
“As a result of an assessment and ranging more than 4 thousand projects on the basis of the list of priority and critical types of production were made 19 industry plans including 2059 projects, – the Minister of Industry and Trade of the Russian Federation Denis Manturov told. – These plans passed discussion with professional associations and experts from branches consumers within Public council at Minpromtorg. They are coordinated with the profile ministries and the largest companies forming demand for the corresponding production”.
For coordination of work on import substitution in oil and gas sector the interdepartmental working group which united representatives of the Ministry of Energy, Ministry for Protection of the Environment and Natural Resources and others FOIVs is created. The scientific and technical council from experts of branch associations, scientific institutions and the industrial enterprises is also created. On its platform together with the companies consumers the requirement is determined by all types of the equipment which isn’t made in our country, and possibilities of release of this nomenclature at the Russian enterprises are analyzed.
Denis Manturov noted that more than a half of the import-dependent positions which included in the industry plan, domestic machinery production will be able to replace within the next 2-3 years. The oil and gas companies, according to the minister, already began work on import substitution in the purchasing activity: created special divisions in holdings, approved internal regulations and plans of localization of the demanded equipment. Support of demand for the latest agricultural machinery which will be created within import substitution, the measures provided by the government which already proved the efficiency will provide, is compensation of discounts for domestic equipment and preferential leasing.
Along with already realized subsidiary measures of support, the special role in import substitution will be played by Fund of development of the industry which will provide preferential financing of a preproduction stage of projects. For the last three months the fund received more than 600 applications for total amount about 240 billion rubles that speaks about correctness of the chosen mechanism of support of the enterprises – pre banking loan financing.
The minister noted that industry plans are closely connected with regulatory mechanisms which need to be focused on problems of import substitution. The major role implementation of the developed plans and coordination of this work with the largest consumers will be played by the Commission on import substitution which is planned to create at the government, the minister noted.
