The Governor of the Irkutsk region Sergey Eroshchenko declared on coordination council “About measures for plans implementation of assistance to import substitution”. The meeting took place in Chita under the leadership of the Russian President’s Plenipotentiary in the Siberian federal district Nikolay Rogozhkin.
Sergey Eroshchenko noted that in 2014 return of economy of the Irkutsk region in the form of receipts in the federal budget increased almost twice and made more than 200 billion rubles.
The governor reported that priority infrastructure support of investment projects will allow to increase tax return of the region. At distribution of financial resources from the federal budget by development of necessary infrastructure for realization of a number of large investment projects of 18 billion rubles it will be possible to increase contributions (taxes and fees) only to the federal budget more than by 120 billion rubles.
– Questions of development of the Baikal region need to be submitted for discussion of all federal departments. We in this direction carried already out a certain work. A number of questions, developed within discussions, are considered and supported at the federal level, – the head of the region emphasized.
Sergey Eroshchenko noted that development of economy of the region in the direction of an import substitution will be reached first of all at the expense of mechanisms of tax incentives, and also creation of necessary infrastructure of investment projects and removal of administrative barriers. The Irkutsk region possesses opportunities completely to exempt from payment of income tax of participants of regional investment projects.
– This measure will allow the region to create necessary conditions for investments attraction. Understanding that the solution of tasks of ensuring import substitution demands an integrated approach, territories of the advancing development are priority here, – Sergey Eroshchenko explained.
As the Governor, taking into account the resource potential, coverage of mono-towns, northern areas declared, infrastructure security five territories of the advancing development within which key investment projects will be realized are defined.
Realization of the specified plans will allow economy of the region to develop according to medium optimistic scenario and will provide creation of new skilled workplaces, and additional payments in budgets of all levels.
